Based on Irish traditional Brennan On The Moor (see there) about highwayman Willie Brennan, the Irish equivalent of Jesse James, hanged in county Cork in 1812. Dylan knew the song from the Clancy's canon, but switched the action to the life & times of that other historic outlaw gambler Will O'Conley.
