No blues or ragtime originally but English Music Hall. Written by George Leybourne, who first performed it in 1867 at the Sun Music Hall in Knightsbridge and was nicknamed after his song. A big hit in the Canterbury Arms, a pub in the Lambeth Marches. That London harbor pub was run by wine sellers. They exported the song to America. Sometimes history is that simple.
